Public Swimming Pool Operator Certification Course

Introducing: Two Rivers' Public Swimming Pool Operator Certification

The Nebraska Department of Water, Energy, and Environment (DWEE) is discontinuing its state-provided swimming pool operator education course. To support a smooth transition, Two Rivers Public Health Department (TRPHD) is launching a local Pool Operator Education Program for operators within our district and beyond.

Operators who currently hold a valid Certified Pool/Spa Operator (CPO) certification or another recognized pool operator certification from an approved training organization may continue to use their certification until it expires. Once their current certification expires, operators may apply to complete TRPHD's Pool Operator Education Program or submit documentation of an equivalent training course for review.

TRPHD's program is designed to help operators develop the knowledge and practical skills necessary to safely operate public swimming pools, maintain water quality, and protect public health. It does include TRPHD specifics, like permit costs and application processes.

All applicants are required to pay the $40 Pool Operator Permit fee, regardless of which education pathway they choose.

Applying for TRPHD Certification

In this section, you can sign up for TRPHD's certification. You first need to decide which certification pathway is right for you. TRPHD will allow an equivalent training course to count for a certification within the district, given proper documentation is submitted. Otherwise, you can enroll in the TRPHD operator course, which will be a hybrid course. Operators will take an online, self-guided portion, then attend an in-person skills session once they pass the final exam.

Operators who have completed a recognized pool operator education course may be eligible to use that training to meet TRPHD's education requirements.

TRPHD currently recognizes the following training programs:

  • Pool & Hot Tub Alliance (PHTA) Certified Pool/Spa Operator (CPO)
  • National Recreation and Park Association (NRPA) Aquatic Facility Operator (AFO)
  • Aquatech Certified Pool and Aquatic Facility Operator
  • Lincoln-Lancaster County Health Department Pool Operator Course (full operator course only)

Operators who have completed a course not listed above may submit their training documentation for an equivalency review. TRPHD will determine whether the course is substantially equivalent to the department's approved operator education requirements.

Completion of a water quality tester course or other limited-topic training does not satisfy the full pool operator education requirement.
