Key Information From the Regulations
- Local permitting is required: Public swimming pools within TRPHD’s jurisdiction must have a valid TRPHD operating permit, renewed annually by April 1.
- Certified pool operators are required: Each pool must identify a qualified Public Swimming Pool Operator, and after August 5, 2026, operators must obtain a TRPHD operator permit. TRPHD will offer an approved training and testing program to help operators meet certification requirements.
- Safety and sanitation standards remain central: Pools must comply with Nebraska’s minimum operational, sanitary, and safety standards, including maintaining required operational and analytical records for three years.
- TRPHD will provide inspection, education, and technical assistance: TRPHD is authorized to inspect public pools as needed to ensure compliance while also providing technical assistance and education to pool owners and operators.
- Serious hazards can result in immediate closure: When a violation creates an imminent or substantial health risk that cannot be immediately corrected, TRPHD may close the pool and suspend or revoke its permit until the issue is resolved
Disease Control

TRPHD regulations on prevention of spread of communicable disease, illness, or poisoning. These regulations are enacted pursuant to Neb. Rev. Stat. 71-501, and 71-1626 et seq and apply to the exercise of authority by the Department to order Directed Health Measures necessary to prevent the spread of communicable disease, illness, or poisoning.
